Mountain Property Owners Association

There are two closely-allied organizations that
serve the owners of property in the Indian Mountain Subdivision.
They are the Indian Mountain Property Owners Association (IMPOA)
and the Indian
Mountain Metropolitan Recreation and Park District (Rec District). For

The
following descriptions briefly define the complementary roles
of these organizations.
IMPOA is the organization of all
Indian Mountain property owners. It is a nonprofit corporation
registered in the State of Colorado and governed by Articles
of Incorporation and Bylaws. IMPOA is managed by an elected seven-member
board of directors. All property owners share in the benefits
of membership, such as use of facilities and activities provided
by IMPOA, but only dues-paying members may vote and participate
in the governance functions of IMPOA. The voluntary IMPOA dues
are currently $25 per year ($35/yr beginning 2007), renewable
at the start of the year. There have been more than 400 dues-paying
members in recent years. Becoming
a dues-paying member grants one vote per member no matter how
many lots or how many acres an owner may have. (See Membership
Application Form, attached.) IMPOA is actively concerned with
the general well being of Indian Mountain with specific interest
in assuring that the Protective Covenants of the Subdivision
are kept up to date and implemented. IMPOA also represents Indian
Mountain property owners in matters of mutual interest, such
as:
- maintenance of identifying street signs in cooperation with
the County;
- compliance with building, zoning, and public health regulations;
- alternating with the Rec District in publishing quarterly newsletters;
- management of a nearby, fenced lot for off-season storage of
RVs;
- maintaining, with others, a burn pit, near the RV Lot, for
burning forest slash;
- arrangements for an annual dinner meeting in Denver;
- maintaining lists of dues-paying members and property owners;
- collaboration with the Rec District in recreational activities;
and
- liaison with the Park County officials.
In addition to dues, IMPOA’s fund raising activities include
the sale of advertising for the Indian Mountain News and
the sale of merchandise with Indian Mountain logos.
The
Rec District is an arm of Colorado government, reports to
the State Division of Local Governments, and complies with State
laws concerning elections, budgets, record-keeping, and meetings.
Its funding is from a portion of the real property taxes paid by
each Indian Mountain property owner, fixed by referendum at 6.943
mils. The Rec District is managed by a five-member board of directors,
all of whom are Indian Mountain property owners. The board meets
quarterly, with special meetings as needed. All meetings are public.
The Rec District owns, operates, and maintains recreational facilities
for Indian Mountain property owners, specifically Nillson Hall
(the Rec Hall), fishing ponds, the RV septic-waste disposal site,
the Lodge and adjacent playground, picnic areas, Frisbee golf course
and comfort station. Each year, the Rec District publishes two
newsletters (alternately with IMPOA) and hosts two or three summer
buffets/picnics, usually with a program arranged by IMPOA.
